Graves were covered in tire marks, trash, mud, grass, and other debris. Who's responsibility is to clean that up?

Both of my grandparents are here may they rest in peace. In addition my mother has @a payment plan for a plot and I plan on being being buried here as well
My father was recently laid to rest here. They were late putting the flowers out in the chapel. It took a very long time to get the casket into the hearse, and thats when things got bad. A van from the funeral home aggressively cut into the procession line. Once the van finally stopped the hearse, they informed us that they had dug the wrong grave. I was driving a 15 passenger van containing my fathers children, grand children and great grand children. We all had to watch in disbelief and utter sadness as golf carts and a backhoe raced around. We literally watched them dig my fathers grave. Scramble to get seating arranged and dirt covered. These are NOT supposed to be lasting memories of such an event. I'd give 1/16 of a star if possible. Believe it or not, there was another family attending the service whose parents are buried there and they had a similar experience.
Horrible! They have made this already trying time even worse. They explained everything half way and when we questioned anything they made it seem like we were the ones that were wrong. We waited over 4 hours to make the arrangements while Mario did who knows what. We had a contract with Nicole saying everything was included and after signing everything they charged us more. We came back just to pay and they made us wait another 2 hours because they couldn't find the file. Then they lost forms that were emailed form different states, but never informed us that they didn't have them. They told us to make a slideshow and when we took it to them they told us that they only needed the pictures and that they were going to make the slideshow, but charge us $300 to make it. The list goes on. If my grandfather wasn't already resting here we'd burry my grandmother elsewhere.
