FYI, local Canadian consulate don't answer phone either, open only 3.5 hours weekdays for in-person business, and voicemail tells you to check online.
The worst customer service ever I tried to renew my passport she asked me for green card my green card is expired my question is why do I need green card if I'm Ethiopian citizen.
A consulate is NOT an "embassy," just a small office to process mainly in-person business (lucky to have one in LA). If the matter is important, drive up there like everyone else.
